Cosmetic ingredients are the materials that make up a formula, from the water base to the actives to the preservatives that keep the product safe.
You do not need to be a chemist to build a cosmetics brand. But you do need to understand enough about ingredients to evaluate a formulation proposal from a manufacturer, recognize marketing hype, and make informed decisions about what goes on your label.
Most ingredient guides online are written for two audiences.
The first audience is the formulator, with full chemistry detail the brand founder does not need. The second audience is the end consumer reading the back of a bottle, trying to decide whether to buy.
This guide is for neither. It is for the brand founder sitting between the two, trying to make smart decisions without getting lost in chemistry.
After 30 years in the hair and beauty sector, most recently in private label cosmetics, I can tell you this much.
Chemistry stays on the manufacturer’s side of the table.
The founders who make the best product decisions are the ones who learn to ask the right questions.
That is what this guide will help you do.
What Makes Up a Cosmetic Formula?
Every cosmetic formula is a combination of four types of ingredients, and understanding these four categories is enough for most founder-level decisions. The percentages below are typical ranges for each category, not figures to add up: a formula sitting at the top of the base range does not also sit at the top of the actives range.
Base ingredients. Water, oils, emulsifiers, thickeners. These give the product its texture and structure. They are usually 80-95% of the formula by weight.
Not exciting, but essential. A good base is invisible to the customer but determines whether the product feels pleasant to use.
Active ingredients. The ingredients that deliver the promised benefit. Vitamin C for brightening. Retinol for anti-ageing. Hyaluronic acid for hydration. Salicylic acid for exfoliation.
These are what your marketing will talk about. They are usually 1-10% of the formula by weight.
Preservatives. Ingredients that prevent bacteria, yeast, and mould from growing in your product. Without them, a water-based cosmetic does not stay safe for long.
Typically less than 1% of the formula. More on these later because they matter more than founders realize.
Sensory ingredients. Fragrance, colorants, silicones, film-formers. These shape the user experience: how the product smells, how it spreads, how it finishes on the skin or hair.
They do not deliver the main benefit, but they often decide whether the customer likes the product or not.
A product’s performance comes from the actives, and its experience from the sensory ingredients. What usually decides the repurchase is the experience, not the performance.
Why "natural" and "synthetic" is the wrong framing
A note on a debate that wastes a lot of founder time.
Founders often arrive at product development with a strong position on natural vs synthetic ingredients.
"I only want natural." "I want it all plant-based." "No chemicals."
I understand the impulse. It comes from the right place, and customers in certain segments genuinely care.
But the natural vs synthetic debate is not a useful frame for evaluating ingredients.
A naturally-derived ingredient can be irritating, unstable, or ineffective. A synthetic ingredient can be gentle, well-tolerated, and backed by decades of safety data.
What matters is whether the ingredient does what it claims, whether it is safe at the concentration used, and whether the customer base you are targeting cares about the source.
The question worth asking is: does this work, is it safe, and does my customer care where it comes from?
Some customer segments care deeply about natural sourcing. Clean beauty buyers, premium organic positioning, specific skincare niches. For those, natural matters for marketing reasons even when it does not change performance.
Other customer segments do not care at all. They want results. If a synthetic peptide delivers the result better than a botanical extract, they will pay for the peptide.
Match your ingredients to what your customer actually values, not to what sounds good on paper.
How Do Active Ingredients Actually Work?
The active ingredients are where brand founders spend most of their energy, and also where most of the confusion lives.
There are three things a founder needs to know about any active ingredient before accepting it into a formula.
What function does it serve? Is it brightening, hydrating, exfoliating, anti-ageing, soothing, or something else?
What concentration is it present at, and how is the rest of the formula built around it? Every active has a reference concentration at which raw material suppliers say it works. That reference is a starting point, not a guarantee. The full formula around the active matters just as much.
What evidence supports its use? Is it backed by clinical studies, regulatory authorization, or just supplier marketing?
Any manufacturer proposing an active ingredient should be able to answer all three questions clearly. If they cannot, that is a signal to slow down.
What counts as an "active" and what does not
This is where most founder confusion starts.
Manufacturers and suppliers sometimes call everything "active." A plant extract at 0.1% gets called an active.
A preservative gets the same label.
So does a fragrance component.
In strict terms, an active is an ingredient that delivers a measurable benefit to the skin or hair when applied at an effective concentration.
By that definition, most of what gets labeled "active" in marketing materials is not actually doing much at the percentage used.
If an ingredient is present at below 1%, ask what evidence supports that concentration delivering a benefit. Sometimes the answer is clear. Some peptides and botanical extracts genuinely work at very low percentages. Often, though, the answer reveals the ingredient is there for the label, not for the skin.
The industry calls this "ingredient dusting." A trace amount of a high-appeal ingredient on the label that does nothing functional in the product.
It is legal, and it is common. You need to know how to spot it.
Concentration is a reference, not the whole story
This is the part most founder-facing content oversimplifies.
Yes, every active has a concentration range at which it is known to work. Those numbers come from the raw material supplier and from independent studies. They are a real reference.
But concentration alone does not determine whether the ingredient actually works in the finished product.
How the active is carried in the formula. How it is protected from degradation. What pH the formula sits at. What other ingredients work with it or against it. What delivery system, if any, brings it into the skin or along the hair.
All of these shape whether the active performs at its full potential, half of it, or almost none.
What this means in practice: an active at 5% in a poorly constructed formula can do less than the same active at 1% in a formula built properly around it.
You see this constantly on the market. Two vitamin C serums at the same concentration on the label perform very differently in real use. The number on the box is the same. The formula behind it is not.
This is how cosmetic chemistry actually works. Any serious formulator will tell you the same thing.
So for the brand founder, the rule is this. Ask about the concentration. It is a fair and useful question. But do not judge a formula by the percentage alone. Also ask how the rest of the formula supports that active, and what evidence the manufacturer has that the finished product delivers the result.
If they can answer both, the formula is probably well-built regardless of the exact number.
The ingredients that actually deliver (skincare)
These are the actives I see actually working in formulas I have evaluated over the last 30 years.
This is not a complete list. There are many other useful actives, and new ones appear regularly. These are the ones most first-time founders will encounter and consider for their first formula.
The concentration ranges below are reference points, not absolute rules. As explained earlier, the finished formula matters as much as the number. Use these ranges to ask the right questions, not to judge a formula from the percentage alone.

Each one is explained below, with the case where it actually earns its place on the label.
Retinol and retinoids. Anti-ageing, anti-wrinkle, texture improvement. The most studied anti-ageing active in cosmetics, and the one where the number on the American label and the number you can put on a European one are not the same. Annex III entry 376 of Regulation (EC) No 1223/2009 caps retinol at 0.05% retinol equivalent (RE) in body lotion and at 0.3% RE in other leave-on and rinse-off products, and any product containing retinol, retinyl acetate or retinyl palmitate has to carry the warning "Contains Vitamin A. Consider your daily intake before use". So an EU formula is measured against the cap of its own category, and the 0.5% and 1% serums you see marketed are US products that cannot be placed on the EU market. Can be irritating at the top of the range, especially for first-time users.
Niacinamide. Brightening, redness reduction, barrier support. Effective at 2% to 5%. Well-tolerated by most skin types. One of the most versatile actives available.
Vitamin C (L-Ascorbic Acid). Antioxidant, brightening, collagen support. Effective at 10% to 20%. Unstable in formulation, so concentration on the label does not always equal concentration delivered to the skin. Formulation quality matters enormously here.
Hyaluronic acid. Hydration. Effective at 0.1% to 2% depending on molecular weight. Different molecular weights penetrate different layers of the skin. Multi-weight formulas usually outperform single-weight.
Salicylic acid (BHA). Exfoliation, acne support, oil control. Effective at 0.5% to 2%. Works inside the pore, so useful for oily and acne-prone skin.
Glycolic acid (AHA). Exfoliation, brightening, texture. Effective at 5% to 10% in leave-on products. Works on the skin surface. Can be irritating if introduced too fast.
Peptides. Anti-ageing, barrier support, hydration. Effective concentrations vary by peptide type. A broad category that covers dozens of different molecules, from well-studied (Matrixyl, Argireline) to newer (copper peptides, signal peptides) with less evidence.
Ceramides. Barrier support, hydration retention. Effective at 0.5% to 2%. Work by reinforcing the skin’s natural lipid barrier. Useful for dry and sensitive skin types.
The ingredients that actually deliver (haircare)
Same principle as above: a starting set, not the full picture. These are the ones most relevant for a first haircare launch.
Hydrolyzed proteins (wheat, silk). Temporary repair of damaged hair structure. Improve softness and shine. Effective at 1% to 5%.
Silicones (dimethicone, amodimethicone). Shine, slip, manageability, frizz control. Effective at 1% to 5%. Much-maligned in clean beauty marketing but genuinely effective for most hair types. The "silicone-free" claim is a marketing position, not a performance one.
Cationic conditioning agents. Detangling, softness. Essential to any conditioner. Usually 1% to 3%.
Panthenol (pro-vitamin B5). Moisture retention, shine. Effective at 1% to 5% in haircare, at lower concentrations in skincare.
Argan oil, jojoba oil, coconut oil, shea butter. Nourishment, shine, conditioning. Effective as a percentage of the oil phase of the formula. Penetration varies significantly. Argan and jojoba are lightweight. Coconut and shea are heavier.
Keratin (hydrolyzed). Temporary strength and smoothing for damaged hair. Effective at 1% to 3%. Does not rebuild hair structurally but improves the feel and appearance.
Caffeine, biotin, pea sprout extract (sold under trade names such as AnaGain). Anti-hair-loss, growth support. Clinical evidence is thinner than for skincare actives. Some show modest effects at the right concentration.
What "hype" ingredients look like
After 30 years, I can usually tell when an ingredient is being sold to a brand founder for marketing reasons rather than performance reasons. Five patterns keep showing up.
New to the market with spectacular claims. If an ingredient was "discovered" six months ago and is already being marketed as the next big thing, wait. The most reliable actives have decades of clinical study behind them.
Vague or extraordinary benefit descriptions. "Reverses skin ageing." "Regenerates the cellular matrix." "Stimulates stem cell activity." The more dramatic the claim, the more cautious you should be.
The best actives are the boring ones. The ones that have been used for decades, with established concentrations, with predictable results. Novel does not mean better. It often means expensive and unproven.
No clear minimum effective concentration. If a supplier cannot tell you at what concentration their ingredient starts to work, there is probably no real data behind it.
Proprietary branded names without the INCI behind them. "AscoBoost", "YouthPlex", "DermaRenew". These are trade names, not ingredients. The ingredient itself is always a known INCI compound. Ask what it actually is.
Heavy reliance on in-vitro or lab-only studies. A study showing an ingredient works on cells in a petri dish is not the same as evidence it works on human skin in a finished product. Clinical studies on people are the standard.
Beyond the Actives: What Else to Look For in a Formula
Active ingredients get all the attention. Two categories that founders routinely ignore end up causing more problems than the actives ever do.
Preservatives: the most important ingredient you will never market
Preservatives prevent bacteria, yeast, and mould from growing in your product.
Without them, a water-based cosmetic becomes unsafe within a week or two. Unsafe in practice, with real microbial contamination that can cause skin infections and eye damage.
Every water-containing cosmetic needs a preservative system. The only real question is which one.
Public perception is negative because of a decades-old controversy about endocrine disruption that more recent studies have largely not confirmed.
Still widely used despite the marketing backlash.
Phenoxyethanol. Broad-spectrum and synthetic. Common in clean beauty positioning, which is not the same as natural: the natural and organic standards exclude it. Can be irritating at higher concentrations.
Benzyl alcohol with dehydroacetic acid. Synthetic options commonly used in clean formulations. Less effective against certain microbes, so requires higher concentrations or combinations.
Organic acid systems (sodium benzoate, potassium sorbate). Work best at specific pH ranges. Limited spectrum but acceptable in natural positioning.
"Preservative-free" products. Either they are oil-based with no water (technically stable without preservatives), or they rely on alternative antimicrobial systems that may or may not work, or the claim is misleading.
A water-based product truly without preservatives is unsafe.
Know which preservative system your formula uses, and why. Know what trade-offs it makes.
If the manufacturer cannot explain this clearly, that is a red flag.
Fragrance: the ingredient that drives repurchase more than the actives
Fragrance is one of the most frequent causes of allergic reactions in cosmetics.
It is also the most powerful driver of repeat purchase behavior.
People repurchase products because they liked how the product smelled. A fragrance that stood out is why they recommend it. And they go on associating a brand with a specific scent for years.
Treat the fragrance of your product as a strategic decision.
There are three directions you can take.
Signature fragrance. Custom-developed, usually by a fragrance house, unique to your brand. Expensive but creates real brand identity. Usually for premium positioning.
Library fragrance. Selected from a fragrance supplier’s existing catalog. Moderate cost. Covers the large majority of cases well enough, and pairs easily with hybrid approach formulas.
Fragrance-free. Necessary for hypersensitive skin positioning, genuinely fragrance-sensitive customers, or specific certifications. Harder to make the product feel premium because fragrance carries much of the perceived quality.
Allergen declaration is mandatory on EU and UK labels for fragrance allergens. Immediately before Regulation (EU) 2023/1545 there were 24 of them, in Annex III entries 45 and 67 to 92. In the text consolidated at 1 May 2026, 81 Annex III entries carry that individual disclosure condition, which is a count of entries at a stated date and not a count of substances: one entry can cover more than one. A product that does not meet the new entries could be placed on the EU market until 31 July 2026, and stock already placed may still be made available until 31 July 2028.
Your manufacturer and your safety assessor will handle the declaration. You do not need to memorize the list. What you need to know is that the EU rule has changed, and that if you are launching in the EU you should confirm with your manufacturer that your label is being built to the expanded list, not the old one. Great Britain has not adopted 2023/1545 and Northern Ireland follows the EU rule, so a GB label built to the EU set is a choice, not an obligation. A label printed to the old standard that enters the EU market is a costly reprint.
Some customer segments also screen for fragrance allergens, so transparency on this is often useful for positioning as well as compliance.
How Do You Read a Formulation Proposal From a Manufacturer?
When a manufacturer sends you their proposed formula, you will receive something that looks like this: a list of ingredients in INCI format, each with a percentage next to it, sometimes with notes.
You are not expected to evaluate the chemistry. You are expected to verify that the proposal matches what you asked for in your concept brief.
Ask these questions every time.
Are the key actives at meaningful concentrations, and does the formula support them?
If your brief said "vitamin C serum" and the formula shows 0.5% ascorbic acid, that is a signal to ask more questions.
Ask what concentration is present. Ask how the rest of the formula supports that active. Ask what evidence the manufacturer has that the finished product delivers the result.
A low concentration can be justified if the formula is built around it carefully. But the manufacturer needs to be able to explain why. If they cannot explain, that is the real red flag, not the number itself.
What is the preservative system, and does it match the positioning?
A clean-beauty brand needs a preservative system compatible with that positioning. A pharmacy-channel brand may be fine with parabens.
Verify the match.
Is the fragrance library or signature, and is it on my brief?
If you did not ask about fragrance and the formula includes one, ask which one, why, and what allergens it contains.
Does the formula meet the claims I asked for?
If you briefed "vegan" and one of the ingredients is not vegan, the whole claim falls.
If you briefed "sulphate-free" and the cleanser includes SLS, the positioning breaks.
Are there ingredients in the formula I did not ask for?
Sometimes these are necessary (emulsifiers, stabilizers). Sometimes they are marketing additions the manufacturer included to make the label look impressive.
Ask about each one.
The manufacturer is not trying to trick you.
But they are building to the brief you gave them, with the routine choices their lab tends to make.
Your job is to catch the gaps between what you asked for and what they delivered.
When to push back on a formula
Pushing back effectively takes the list of questions above and the willingness to ask them, not chemistry knowledge.
Push back on any active whose concentration looks too low, until the manufacturer explains why that concentration works in this specific formula.
Push back on any ingredient that conflicts with a claim on your brief.
Push back on any ingredient you did not ask for that you do not understand the purpose of.
Push back on any preservative system that does not match your positioning.
A good manufacturer will welcome these questions. They will explain the choices and adjust where reasonable, and they will teach you what you need to know along the way. This is normal development work.
A manufacturer who gets defensive, dismissive, or rushed when you ask basic questions about the formula is a red flag that matters more than the formula itself.
The right ingredients for your formula depend on your target customer, your positioning, and your price point, not on what is trendy or on what your manufacturer suggests by default.
Three practical principles.
Match ingredient complexity to brand positioning.
A premium anti-ageing brand can justify a complex active stack with peptides, retinol, and a specialized delivery system.
A budget everyday-use brand benefits from a simpler formula with one well-chosen hero active.
Complexity for its own sake does not create value.
Choose the actives your marketing can actually support.
An active that needs three paragraphs of explanation to make sense is not a good brand active.
An active that connects immediately to a recognizable benefit (retinol for wrinkles, hyaluronic acid for hydration, salicylic acid for breakouts) does the work for you in ads, in product descriptions, and on the shelf.
Build the formula for the customer, not for the ingredient list.
Some founders want every trending active in their product because it looks impressive on the back label.
This usually produces a formula that does nothing particularly well.
A focused formula with two or three well-dosed actives consistently outperforms a kitchen-sink formula with ten under-dosed ones.

The best founders I have worked with think of ingredients the same way a good chef thinks of raw materials.
Quality matters, but it is the execution that makes the meal.
Pick ingredients that serve the product you are building, not the product you think will impress other people in the industry.
The hero ingredient: which actives do you put on the label?
Most cosmetic products have one, two, or three hero ingredients, sometimes a complex of them, that do most of the marketing work.
These are the actives you highlight on the front of the pack, in the product description, in the ad copy. They are chosen from the full INCI list for their marketing appeal, not just for their function.
Every product needs hero ingredients (unless you decide not to feature any, which is also a valid approach, more on that at the end).
Hero status goes to actives the customer will recognize or be intrigued by. Never to preservatives, emulsifiers, or the functional base, even though those are mandatory for the product to exist.
Two strategic approaches matter here.
Approach one: known, familiar hero ingredients.
You pick one to three actives that the general public already recognizes. Hyaluronic acid. Niacinamide. Retinol. Vitamin C. Peptides. Salicylic acid.
These are ingredients other brands also use, including your competitors, which might feel like a disadvantage. It is not.
The advantage is speed of understanding. The customer reads "hyaluronic acid" and immediately thinks hydration. They see "salicylic acid" and connect it to breakouts.
You do not need to teach them what the ingredient does. They already know.
That makes advertising faster, product descriptions shorter, and conversion easier. The trade-off is that you compete on ground where everyone else is competing too. You win on brand, positioning, and execution, not on the ingredient itself.
Approach two: novel or lesser-known hero ingredients.
You pick actives that most consumers have not heard of. A newer peptide. A specific botanical extract. A biotech-derived active. An ingredient with a distinctive name.
The trade-off is reversed. You have to teach the customer what the ingredient is and what it does. Your marketing needs more room for explanation.
But in exchange, you get a communication angle nobody else has. You can position the product as new, advanced, different from what everyone else is talking about.
Think of niacinamide four or five years ago. It was a serious active then too, but the general public did not recognize it. The brands that featured it prominently got to tell a story about a "new" ingredient. Retinol had the same trajectory thirty years ago.
The first brands to adopt a lesser-known active get to build the story around it. By the time the active becomes mainstream, their brand is already associated with it.
Both approaches work. The choice depends on what your brand needs: faster conversion with a known active, or stronger differentiation with a novel one.
A third option: no hero ingredient in the marketing at all.
Some brands choose not to feature any specific ingredient in their marketing. The ingredient list stays on the pack, because it has to be there, but the front speaks only to the action and the benefit: "visibly smoother skin in 14 days", "deep repair for damaged hair".
This works when the brand is strong enough to carry the promise without needing an ingredient as evidence. It is a less common approach but a legitimate one.
The hero ingredient is a brand and marketing decision first, and a formulation decision second.
The formulator will tell you what is technically possible. The framing of the product in the customer’s mind is yours to shape.

Learn the preservative options relevant to your positioning, especially if you are clean-beauty or natural-positioned.
Do not waste hours memorizing INCI compound names. The manufacturer knows them. Your job is to evaluate the proposal they send you against the brief you gave them.

The founders who make the best ingredient decisions are the ones who know what they want the product to do for the customer, and who ask the manufacturer enough questions to check that the formula delivers it.
Ingredients are the foundation. The brand is what people buy. Your job as a founder is to make sure the foundation supports the brand you are building, not the other way around.
Frequently Asked Questions
How many ingredients should a cosmetic formula have?
It varies by product type, but a good rule is: as few as necessary to deliver the result, plus what the formulation needs for stability. A serum might have 10-15 ingredients. A cream might have 20-30. A shampoo might have 15-25. Formulas with 50+ ingredients are often the result of adding every trending active rather than carefully selecting the right ones.
What is the difference between an INCI name and a trade name?
The INCI name is the standardized international name that appears on your label and is used in regulatory documents. Ascorbic Acid, for example, is an INCI name. The trade name is the branded version of that ingredient sold by a specific supplier. The same Ascorbic Acid can be sold as AscoBoost, C-Plex, or VitaGlow-C depending on the supplier. When evaluating a formula, always ask for the INCI list, not just the trade names.
Are natural ingredients safer than synthetic ones?
Not automatically. Natural ingredients can cause allergies, irritation, or instability just like synthetics. Poison ivy is natural. The question is whether a specific ingredient, at a specific concentration, in a specific formula, is safe for the intended use. Safety is determined by formulation, not by whether the ingredient was grown or synthesized.
What does "clinically proven" actually mean for a cosmetic ingredient?
It depends on the study. "Clinically proven" can mean anything from a rigorous double-blind trial on a representative customer panel all the way to a small in-house study by the ingredient supplier. Ask for the study design, the sample size, and whether it was conducted on the finished product or just on the raw ingredient. The gap between these two is often significant.
Does the order of ingredients on the label tell me the concentration?
Roughly. The list of ingredients is established in descending order of weight of the ingredients at the time they are added to the product. Ingredients in concentrations of less than 1% may be listed in any order after those in concentrations of more than 1%. So the first five to seven ingredients tell you what is in the highest concentrations. Below that, the order does not reveal much.
How do I know if an active is at a high enough concentration to work?
Ask the manufacturer what concentration is present. That number is a starting reference, not a final answer. What matters just as much is how the rest of the formula supports that active: the delivery system, the pH, the other ingredients that work with it or against it, the stability over shelf life. An active at a lower concentration in a well-designed formula can outperform the same active at a higher concentration in a poorly designed one. Ask about the concentration, but also ask the manufacturer to explain how the formula delivers the result. If they can explain both clearly, the formula is probably well-built regardless of the exact number on the percentage line.
Can I trust "free from" claims like "sulphate-free" or "paraben-free"?
Mostly yes, because making a false claim like this exposes the brand to legal and regulatory risk. But verify by reading the INCI list. "Sulphate-free" should mean no sodium lauryl sulphate, no sodium laureth sulphate, and no similar sulphate compounds. "Paraben-free" should mean no methylparaben, propylparaben, or related parabens. If you see those in the INCI list on a "free from" product, the claim is false and the brand is in trouble.
